I think that the obvious answer here is yes, as that is the stated aim of ICAO to ensure that the representation of Data and Information in chart form is as consistent across the world as possible.
Is this achievable currently: Currently Not by States! the production methods employed across the world are so variable that the symbology is always different in some regard to the ICAO spec and quite widely from one state to another.
Is this achievable for pilots to view: Absolutely, pilots are used to getting charts with consistent symbology across all countries. BUT IT IS PROVIDED BY 3rd PARTY DATA and CHARTING COMPANIES, like JEPPESEN, LIDO and NAVBLUE.
It would also be achievable through the use of AMDB, AIP and IFP Datasets, and a consistent data visualiser or viewer.in conjuction with a community standard for symbology that could be applied by willing states.
During the third session of QGIS for creating an IAC I showed about 6-7 approach charts each had a different interpretation of ICAO SARPs. The criteria is set however it isn't used the same way and I think the issues may be:
The manual is definitely very old so many countries have deviated once they started going into digital production
There aren't sample charts for every case (it's probably impossible) and the current sample charts don't reflect how currently States are publishing theirs.
Software is different and each vendor has their own templates, sometimes based on some initial clients or what they think are best practices. States sometimes will not modify this templates as it takes time and some above basic skills.
Many countries have been copying the dataware house format as they believe it is more in line with what industry wants, but we need to remember we are to comply with ICAO SARPs and our countries legislation.
