If you want to set up a library of ICAO and other aviation documents? This is something that each country needs to address with their contributions to ICAO I think which in turn provide access to the latest documentation.
You need to watch out for copyright infringement possibilities if the library is exposed outside of the organisation and QMS/liability problems if the documents or content is not kept up-to date.
If I recall correctly as a State you have access to ICAONET and the documentation there, it may be restricted to one access person not sure. There are many solutions you can use to distribute the information in my previous job we used Sharepoint, some other places uses Google Drive or Dropbox. To keep in sync I would suggest every 28 days (AIRAC date because why not) the person in charge checks for new documents and also before any audit of course
